国際協力における職業教育を持続可能にするために

国際協力による職業教育・職業訓練（TVET）では、これまで専門家による知識や技能の移転が中心でした。しかし、専門家が帰国した後も教育・訓練を継続的に改善できる仕組みをどのように構築するかは、大きな課題として残されています。

本研究は、JICAが実施した5件の技術協力プロジェクトを比較分析し、教育訓練管理手法であるTraining Management Cycle（TMC）、能力基準形成システムCUDBAS（Curriculum Development Based on Vocational Ability Structure）、そしてStandard Operating Procedure（SOP）を統合した技術移転管理モデルを提案したものです。

本研究の特徴は、CUDBASを単なるカリキュラム開発手法としてではなく、教育訓練全体を支える能力基準形成システムとして位置付けた点にあります。提案したモデルは、個人への技術移転から組織能力形成へと発展させる教育訓練管理の方法論として、国際協力のみならず、企業教育、専門教育及び看護教育など、さまざまな人材育成分野への応用が期待されます。

Toward Sustainable Capacity Development in TVET

Technical and Vocational Education and Training (TVET) in international cooperation has traditionally focused on transferring knowledge and technical skills from external experts to partner countries. However, establishing training systems that continue to function and improve after experts leave remains a major challenge.

This study comparatively analyzed five JICA technical cooperation projects and proposes a Technology Transfer Management Model integrating the Training Management Cycle (TMC), Curriculum Development Based on Vocational Ability Structure (CUDBAS), and Standard Operating Procedure (SOP).

A key contribution of this research is positioning CUDBAS not merely as a curriculum development methodology but as a competency framework development system supporting the entire training management process. The proposed model extends technology transfer beyond individual competency development toward sustainable organizational capacity development.
